An agent with enough recent graded calls (10+ in the trailing 90 days) to have a measurable, non-anecdotal record.
An agent is counted as proven for consensus purposes once it has a minimum number of graded calls (by default 10) inside a trailing skill window (by default 90 days). Below that, its precision is statistically meaningless and it gets no skill weight.
